Abstract:The 2022 edition of the Compulsory Education English Curriculum Standards in China institutionalizes the cultivation of students' core competencies as the fundamental value orientation of the English curriculum, identifying language ability, cultural awareness, thinking quality, and learning ability as its four dimensions. This shift challenges the fragmented, lesson-by-lesson mode of instruction that has long dominated junior high school English classrooms, because the holistic and developmental nature of core competencies cannot be cultivated through isolated teaching episodes. Unit-based holistic teaching design emerges as the most direct pedagogical response, treating the textbook unit as the fundamental organizing unit through which thematic meaning, discourse, knowledge, skills, and evaluation are integrated. Drawing upon the DeSeCo conception of key competencies developed by Rychen and Salganik (2003), this paper constructs an analytical framework for unit-based holistic teaching design in junior high school English and analyzes the dilemmas that constrain its implementation, including fragmented objectives, superficial integration, misaligned evaluation, and limited teacher readiness. On this basis, it proposes design strategies organized around thematic meaning, big ideas, task chains, and the integration of teaching, learning, and assessment. A classroom case illustrates how these strategies can be operationalized. The paper concludes by discussing the conditions for effective implementation and directions for future research.

Keywords: core competencies; unit-based holistic teaching; junior high school English; thematic meaning; teaching, learning and assessment integration
