C-E Translation of Political Texts——A Case Study of the Report on the Work of the People’s Government of Enshi Prefecture 2023

Abstract:Based on authorized source materials from the People’s Government of Enshi Tujia and Miao Autonomous Prefecture, this report examines the Chinese–English translation of the 2023 Government Work Report, focusing on terminological standardization, culturally loaded expressions, syntactic restructuring, and discourse representation. Characterized by strong political orientation, policy density, and regional specificity, the source text reflects both governance practices and the need to communicate regional development to international audiences.Guided by Nida’s Functional Equivalence, the study adopts a meaning- and function-oriented approach. Drawing on parallel texts, terminology databases, and translation memory, it addresses ideological terms, policy concepts, culturally specific expressions, and complex sentences through standardized terminology management, “naming+explanation” strategies, and structural restructuring to enhance accuracy, clarity, and readability. This practice contributes in three aspects: it integrates national discourse with local narratives in ethnic regions; it develops a systematic workflow from preparation to evaluation with embedded quality control; and it improves translation accuracy and communicative effectiveness through iterative revision. The findings demonstrate the applicability of Functional Equivalence in balancing political rigor, informational accuracy, and cross-cultural accessibility, offering practical insights for translating government and public-sector texts.

Keywords: Government work report, Chinese–English translation, Ethnic autonomous prefecture, Functional Equivalence, International communication
