Abstract: Against the backdrop of educational digital transformation and the development of new liberal arts disciplines, art course development in universities faces practical challenges such as a disconnect between course objectives and industry creative competencies, insufficient synergy between teaching resources and artistic practice, misalignment between teaching processes and the natural progression of creative abilities, and evaluation mechanisms that prioritize outcomes over learning processes. Outcome-Based Education (OBE) and blended teaching exhibit strong compatibility in terms of goal orientation, process support, and evaluation feedback. This paper proposes a four-dimensional curriculum framework— "objectives–resources–process–evaluation" —for blended teaching reforms in art courses. The objectives dimension establishes a three-tier competency map encompassing "industry needs–course content–learning units," aligning educational goals with professional artistic skills. The resources dimension integrates case libraries, digital tools, and online workshops to create a hybrid virtual-physical art education ecosystem. The process dimension designs a six-step instructional flow covering "perception–creation–exhibition and evaluation," facilitating the internalization of artistic capabilities. The evaluation dimension implements a three-dimensional assessment model focusing on "process performance–final works–professional literacy," driving paradigm shifts in evaluation practices. Practical applications in art curriculum reform demonstrate that this framework enhances student engagement in creative work and improves course objective achievement, providing actionable pathways for art education development.
