Abstract:The integration of New Liberal Arts construction and national educational digitalization has driven China’s foreign language universities into a critical stage of connotative transformation and high-quality development. As specialized institutions focusing on international talent cultivation, cross-cultural communication and local foreign-related socioeconomic services, foreign language universities currently face prominent development planning bottlenecks, including homogenized institutional positioning, superficial interdisciplinary integration, disconnection between planning formulation and implementation, and backward digital governance. These problems have weakened their core schooling competitiveness and restricted sustainable educational quality improvement. This study systematically analyzes the synergistic relationship between New Liberal Arts as content calibration guidance and digital transformation as efficiency-enhancing governance tools, targeting full-chain governance defects in planning management. Based on policy document analysis and in-depth interviews with administrators from six representative foreign language universities, the paper identifies four structural development dilemmas. Adopting the “goal-capability-tool”three-dimensional framework, it constructs a targeted optimization system suitable for different types of foreign language universities and proposes five practical optimization paths: building differentiated institutional positioning, constructing New Liberal Arts-oriented interdisciplinary clusters, improving closed-loop planning governance, promoting digital planning management transformation, and strengthening university-regional foreign-related collaborative integration. The research findings enrich theoretical research on high-quality development planning for specialized universities under New Liberal Arts and digital governance, and provide practical references for foreign language universities to revise medium and long-term plans, resolve transformation difficulties, and serve national high-level opening-up and local socioeconomic development.
