Abstract: The concept of new quality productive forces was first introduced by General Secretary Xi Jinping during his inspection tour of Heilongjiang Province in September 2023. It emphasizes the integration and innovation of resources to guide the development of strategic emerging industries and future industries, thereby accelerating the formation of new quality productive forces. As the concept has evolved, green and ecological development has gradually become an integral part of it. This paper explores the development path of Heilongjiang's ice and snow tourism industry from the perspective of industrial clustering. It aims to analyze the operational mechanisms and innovation pathways that shape the clustered development of the region's ice and snow cultural tourism industry within the context of new quality productive forces.
Keywords: new quality productive forces; green ecology; ice and snow economy
