Abstract: This paper aims to explore the effective strategies for China enterprises to participate in global digital commerce competition under the framework of global digital trade rules. Firstly, the research analyzes the core clauses and evolution trends of international rules represented by CPTPP, USMCA and GDPR, and points out that the fragmentation of rules and the core differences between data flow, privacy protection and market opening constitute the main external constraints of enterprises' international operations. Then, this paper systematically analyzes the current situation of China enterprises in the field of consumer and industrial Internet, and reveals their obvious shortcomings in terms of data cross-border compliance, platform responsibility and technical standard discourse right when facing complex rules barriers. Finally, the research puts forward a three-layer strategy optimization path: enterprises need to implement refined market entry strategies based on rule differences; Build an embedded, full-chain data compliance and risk prevention and control system; And through technological innovation and deep participation in international ecological cooperation, actively integrate and try to shape future rules. This study provides a systematic reference for enterprises to enhance their global competitiveness in a dynamic rule environment.
