Abstract: This paper systematically studies the influence mechanism and coping path of cross-border data flow regulation on digital service trade of multinational enterprises. Firstly, the research combs the multi-regulation model represented by EU's "right-based", US's "market-oriented" and China's "safe and controllable" and its fragmented international pattern, revealing its internal logic of dividing the global digital market by raising market access barriers and increasing compliance complexity. Then, this paper dialectically analyzes the dual effects of regulation on multinational enterprises: on the one hand, it significantly restricts trade efficiency, pushes up compliance costs and data risks; On the other hand, it also forces enterprises to seek innovation in the application of privacy computing technology and the construction of flexible business models. Finally, the research puts forward that enterprises should respond through multi-dimensional strategies such as technical scheme, adaptive compliance system and participation in the coordination of international rules. This paper holds that cross-border data regulation has become a key variable to reshape the pattern of digital service trade, and enterprise resilience and mutual recognition of rules are the core of balancing security and development goals.
