Abstract:Mining cities face unique compound disaster risks arising from the intersection of geological hazards, industrial infrastructure vulnerabilities, and socio-economic pressures. Existing assessment approaches predominantly adopt single-disciplinary perspectives, lacking the systematic integration required to capture the multi-faceted nature of disaster reduction capacity. This study develops a multi-dimensional assessment model for evaluating the comprehensive disaster reduction capacity of mining cities. A four-level evaluation framework was established comprising target, dimension, indicator, and method layers. Five core dimensions—geological environmental stability, engineering disaster reduction effectiveness, social resilience, regulatory and management capability, and technical support strength—were identified, with 20 indicators selected across all dimensions. The CRITIC method was employed for objective weight determination, and the TOPSIS method was applied for comprehensive evaluation. Coupling coordination analysis was conducted to quantify inter-dimensional synergies, and sensitivity analysis verified model robustness. The model was validated using data from six typical mining cities in China. Results indicate that engineering disaster reduction exhibited the lowest mean proximity score (0.58), while eastern cities demonstrated balanced development (0.78 and 0.76). The coupling coordination degree between geological environmental stability and engineering disaster reduction reached 0.67, representing the strongest synergy, whereas social resilience and management capability averaged 0.64. The proposed model effectively captures intrinsic relationships among disaster mitigation components, providing a scientifically grounded decision-support framework for disaster risk management.
