Abstract:Against the backdrop of the global biomedical industry's development, Shanghai InnoStar Bio-Technology Co., Ltd., a Contract Research Organization (CRO), focuses on non-clinical research services. However, it faces constraints on enhancing its core competitiveness and advancing internationalization due to a high proportion of R&D costs, coupled with issues such as insufficient reserves of highly educated talents, low R&D input-output efficiency, gaps in achievement transformation, and inadequate accuracy in cost accounting and collection. This study takes InnoStar Bio as the research object and employs methods including the literature review method, case study method, and comparative research method. Combined with relevant theories and policies, it analyzes the current status of the company's R&D cost management: first, it sorts out domestic and international research findings; second, it defines core concepts; finally, it examines the current situation of InnoStar Bio's R&D processes, personnel structure, and other aspects, and conducts a comparison with benchmark enterprises and Yuan Bio. This comparison highlights gaps in the proportion of highly educated talents, intensity of R&D investment, number of invention patents, and refinement of cost control. In response to the identified problems, an optimization plan has been designed from five dimensions, along with the formulation of supporting measures.
